Parse a watermark bulk string. None input is absent (a valid zero
baseline); Some(Err) is malformed; Some(Ok(value)) is a valid stamp.
Only ASCII digits are accepted. Leading zeros are ignored even when the literal would overflow a machine integer; the remaining digits must fit the safe-integer domain.
