A semantic Redis miss with its bounded cause. observedWatermarkMs is the
valid invalidation watermark read atomically with the value on a tracked
key, when one existed: a refill stamped at or before it is known to remain
unreadable, so DialCache skips that write. Cause and fence are independent.
An absent value can still carry a fence, and only a complete frame actually
rejected by the watermark is watermark_fenced.
